iTunes isn't automatically uploading songs from the music file to library.

I download my music straight to my iTunes Music folder. I expect my iTunes to then automatically upload the new songs into its library, but it doesn't. My iTunes location for its music is also this folder, so as you can see, I don't understand why it doesnt just automatically go into the library. I dont want to have to manually "Add Folder to Library..." everytime, I want it to do it automatically. How to I do I get my iTunes to automatically upload music put into this file onto its library?
