Can I download kindle books to read offline on an iPad

How do I download Kindle books from my iPad Air 2 to read offline? iOS 10.2.1. I already tried the solution below, but the download didn't begin:

Open Kindle App. Navigate to Library. A tab at the bottom of the page says Cloud|Device. Tap the Cloud tab and tap the books you want to download. You will see a progress indicator during download.

That's very strange because I have the Kindle app and can read offline. I'd try deleting kindle app and reinstalling and then logging back in to try again. If that doesn't work power device off and on and try again. Let me know if this helps.

Do you have an active data connection? Have you tried deleting the Kindle app and re-installing?
