Notifications menu on MacBook Air

Both my notifications menu and Siri are unable to open on a MacBook Air. Siri can't be accused through the icon in the upper right, nor the app icon itself. The notifications menu won't open from sliding right on the pad, or from clicking the icon in the upper right. I've updated the system OS and restarted the Mac. Any suggestions? I used both these things often.
