Two-Factor Authentication on iPhone and iPad

I have two-factor authentication setup such that my iPhone and iPad should give me a notification when I try to log into an Apple page with my Apple ID. Right now only my iPad will give me that notification. It used to be that both my iPhone and iPad would do the same.

I’ve verified that I have notifications enabled on my iPhone. I can’t figure out how to get the notifications on both devices.

Does anyone know how to get this to work?

My phone has been a trusted device for a long time. However, after logging into this Apple support page a couple of times and manually getting the two-factor code from my phone, it is starting to show up automatically. The difference is that right now I'm not on Wi-Fi. I'll reset my wi-fi settings when I get home to see if that fixes it at home.
