We have some ipad minis (iOS 9.3.5) that hang on the wall in cases. I can access the Home button but can't access the power button. Is there a way to reboot these ipads through a menu setting or app or anything?

I found that I CAN reboot them if I go to the rest menu and pick something to reset, but then when it comes back up I have to redo my wifi settings or whatever it decided to reset. Oh well.
I understood that. I'm saying there are only two ways to power any iPad or iPhone back on once turned off. There are no alternatives to that - there is no software feature or any menu option of any kind that has any affect whatsoever until the device is powered back on. A powered off iPad is an inert device - no possibility for wake-on-lan or any other remote wakeup or powerup.
it requires a physical interaction to power back up - press the power button, or unplug/plug the cable. But those are the only options.
I'm not using the "wrong" case. I'm using one of the hundreds of available cases for the iPad. These cases are secured for a reason so people can't just walk by and turn them off.
I looked into the Assistive Touch thing but that seems to only let me do a Power Off, not a Reboot. I wouldn't be able to turn them back on then since I don't have easy access to the power button.
if you are using the wrong case for these devices you could damage the devices. the correct case should give you access to the power button, if you have no other recourse then supposedly you may be able to do this through the assistive touch, I've never tried so I can't verify.

Sorry, I read your initial post as indicating a need to reboot them once shut down. But, either way, no. There is no menu option in iOS to reboot, nor can any third party app access core system functions like that. Hardware switches remain the single method to reboot an iPad or iPhone.
Of course? Resetting something in the general settings, reset menu is not a normal reboot. It is a reset, which is something quite distinct from simply cycling a normal operating system boot process.

The answer is still no. You cannot reboot the device without using the power button, plain and simple.
So now that you leaned the hard way, no you can not reboot the device without using the power button.
