Call your wireless provider to see if they offer hotspot
and if your account is properly provisioned to allow hotspot.
Be advised there probably will be a monthly charge for this.
From the screen shot you provided, it appears IDEA is your
wireless carrier as its name shows in the upper lefthand corner
of that screen shot.
