I am recycling my 20" Apple Cinema Display to use with my Lenovo Y70 running Windows 10. Windows 10 identifies the monitor as Generic PnP Monitor in device manager. I cannot set the display to full resolution 1920 x 1080. Your help would be much appreciated.

I have an Apple Cinema Display 20" hooked up to a Windows 10 machine as well. After a little research I figured out the monitor's max resolution was 1680 x 1050. So you can work all day at getting just the right drivers, it won't help.
If you use it with a Mac, do you get full resolution? What is the GPU in your Y70? What is the highest resolution that you can set for the monitor?

You are close to the limit of EVGA UV+ adapter at 1680x1050. Please see http://www.evga.com/support/faq/afmviewfaq.aspx?faqid=58086 .
Can you verify that the adapter is capable of higher than 1680x1050?
I have removed the EVGA UV+ adapter and used an HDMI/DVI-D adapter directly connecting to the HDMI connector in the laptop. The HDMI connection is connected to the internal NVIDIA graphics card. The Monitor is stilling recognized as a Generic PnP Monitor and the max resolution of 1680 x 1050. I think it is the best it can do according to https://en.wikipedia.org/wiki/Apple_Cinema_Display (20" 2009 Models). I only wish there is ACD driver like winACD that I can use.
You may want to contact the developer of WinACD and see if they will build the same code under W10 and provide a signed copy.
Another option to temporarily disable driver signature enforcement on W10, install the WXP/W7 driver and test. If it works, then re-enable signatures.
What is the year/model of your Mac?
I am not using the Apple Cinema Display with a Mac. I am plugging it into a Windows 10 laptop (Lenovo Y70). I have found rgw WinACD driver for Window XP, but nothing for Windows 7 or later.
If I use my 2009 Macbook Pro, I get 1920 x 1080.
For my Windows laptop, I am using an EVGA UV+39 (USB adaptor). I am getting 1600 x 1050.
Does the USB adapter provide full 1080p when connected to a different monitor? What is the physical connection between the Mac and the display?
I have made a mistake. I went back to confirm what you asked me. When I plug the monitor in the macbook, I only get 1680 x 1050.
