The likelihood is probably never.

Unless stated otherwise in the contract the production company signed with Netflix, Netflix likely controls all distribution rights outside of its service. And since they want you to keep paying for your subscription rather than find their original series elsewhere, it's unlikely that most of those shows, like The Crown, will be available anywhere else.

There are some exceptions, however (for example, the Marvel series and Orange Is The New Black). But the seasons are released on iTunes about a year after they originally came out, usually coinciding with the next season's release date or shortly thereafter, and those exceptions are few and far between.

Believe me, I wish I had a better answer, but it's highly likely that Netflix will continue to hold those shows hostage behind its own monthly subscription service to keep you subscribed.

If/when it might be available in a particular country's iTunes store will depend upon if/when that county's rights-holder grants Apple a license to sell it there.
