This has been happening for weeks, trying to update to iOS 10.2.1 . It says software update failed. I have tried different networks, tried many times, no luck. thank you.

Be certain you are using iTunes 12.5.2 or later, as this is required to communicate to an iOS 10 device.
Might your storage be full?
Check Settings > General > Storage & iCloud Usage > Manage Storage (under Storage) and be certain you have absolutely no less than 10% of the iPad's total storage free.
Well, there could be any one of a number of reasons why you could not update over-the-air.
Perhaps the download was too large. Perhaps you did not have enough battery charge.
Anyway, the iTunes-assisted download and installation should work for you.
Hi
Go to settings iCloud backup now over your WiFi
Then restore iPad back to factory settings
Set back up over your WiFi
When it asks if you want to use iCloud back up say yes .
You may get 10.2 update when you do this if not update software when its done.
