I want to make a whole new apple id. Can i use my old gamecenter account with the new apple id to save my game data?

If you simply started using a new AppleID but didn't actually change the one you had to the new one (as described in the article above) then probably not.
Restrictions is not on the iCloud account, it's on the iPhone.
Settings → General → Restrictions
If you forget your Restrictions passcode, you need to erase your device, then set it up as a new device to remove the Restrictions passcode. Restoring your device using a backup won't remove the Restrictions passcode.
Ok, thank you. One more question, is there a way to reset my settings on my old apple id? This is because when i was a lot younger, my parents put restrictions settings on my first ipod and forgot the password. Now i cant access some things on the internet such as my old email website, some shopping sites, and even siri. Is there a way to reset the restrictions setting?
After erasing, can i re-login with the same apple id or will everything be erased?
It says that backing it up wont help as it wont remove the restrictions passcode. So is it possible, like i said earlier, to re login after the erase and not lose anything?
Yes, you can and should use same Apple ID.
Then set it up as a new device.
You will be able to redownload all your apps without having to pay for them again.
