How do I change video and audio bitrate?

I am doing some volunteer editing for a place that has specific guidelines, and am ashamed to say I don't even know how to change the video/audio bitrate. The requirements are below:


  1. Video Bitrate:
    1. HD 15-20 Mbps, CBR

    2. SD 3.75 Mbps max, CBR
  2. Audio Bitrate: 192 kbps bitrate/48kHz
    1. RMS -10 dB

    2. Peak - 6 dB



I've been using Finalcut for years and don't even know what all this means, exactly. Can anyone give me helpful advice? I'm running FCPX 10.2.3
