Need some advice!

I've unfortunately became the not so proud owner of what appears to be a lost or stolen phone, so obviously its locked with icloud. Now I've attempted to call the number provided on the screen several times now and well its been a month and nobody owns that number anymore, so my question is under these circumstances will employees from Apple be able to help me in anyway possible or am i pretty much in possession of a phone thats will be permanently useless?
