can't upload photos to icloud

Hi, I have iCloud Drive turned on as well as iCloud Photo Library enabled. But when I try to share a photo to the drive, it asks me to choose the album etc, but then I never see the picture on icloud.com in my photos. Plus, my photo library should have been automatically uploaded and it wasn't. I'm running 8.1-does that matter? My phone is also a bit whacky-needs to reformatted because I have almost no space left-but can't say for sure this is why I'm having problems. Can anyone please help??? I'm lost

iPhone 6 Plus, iOS 8.1

To sync to iCloud.com/Photos, you need to use the iCloud Photo Library from the Photos application, not iCloud Drive. Go to System Preferences/iCloud, make sure you are signed in and Photos syncing is checked. Then go to Photos/Preferences/iCloud and make sure syncing is set. If all of that is okay, yry going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing.

Have you tried signing out of iCloud and then sign back in?

On the phone, if syncing photos, to increase space available, go Settings/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
