That's entirely wrong. There are tons of things that don't use data. And many things you can turn off their Data usage.
Apple Music specifically will only use data in certain circumstances as explained above.
I suggest learning how things work instead of making blanket statements like that.
everything use data, sometimes providers will have services that they don't charge for the use of but I don't know of any that do so for apple services, hope this helps.
