Apple ID locked unable to access linked email

My eight-year-old nephew set up an Apple ID to his iPad and now he is locked out of his iPad and the unlock for the iCloud.com email says it is locked and links back to me.com email that he is also unable to access because it just loops back and forth between the iCloud and me.com addresses. It does not give the option to text because his Apple ID is not linked to a phone number. Is there a way to unlock the Apple ID so he can unlock his iPad?

How to unlock a disabled Apple ID: What to do if your account is locked for security reasons

1. Open Safari on a Mac or PC.

2. Visit Apple's iForgot site: https://iforgot.apple.com/appleid

3. Enter the First Name, Last Name and Current Email Address fields.

4. Click Next.

5. If you have two-step verification enabled you'll need to enter the Recovery Key. If you don't have two-step enabled skip to the next step. You should have the recovery key printed out and stored safely somewhere. Enter the number and click Next. Select the phone number used for two-step verification and click Continue. Enter the Verification Code and press Continue.

6. Enter the New Password and Confirm Password fields.

7. Click Reset Password.

8. You will now have reset the password for your Apple ID.

This also unlocks the account and enables you to start using it again. You will need to use the new password with all your accounts on your iPhone and Mac.
