I bought my refurb iPad from Walmart and it has another Apple ID
IS there a way I can get an Apple Store to remove the Apple ID if I have my receipt of the refurb?

Obviously WalMart's "refurbishment" process leaves something to be desired. It should behave exactly as a factory new device would when you first turn it on. Take it back to WalMart and insist on a replacement, or a refund.
Even Amazon sells their own refurbished versions. They are not Apple Refurbished. They are third party refurbished, and at least Amazon explains what they mean by that. Others seem to really do nothing other than cosmetically clean used units and label them refurbished.
I have no idea what Walmart means or does in terms of their third party refurbishment.
Return it to Walmart.

Take it back to WalMart for credit. I am surprised that anyone other than Apple is selling refurbished devices.
