Mail has a function to import from Thunderbird. The irony is that it suggests where the user profile sits for TB but deny's the user from access.
How can I choose: ~/Library/Thunderbird/Profiles/ when ~/Library is hidden?
You have to "unhide" ~/Library
With a Finder window in focus, press "command + shift + H", select "Show View Options" from the Finder View menu and check "Show Library Folder".

I ended up moving the Thunderbird profile folder to the desktop and imported from there.
