could not sign in error Iphone 5s setup.

I'm trying to set up a new iphone, with a new Apple ID (no back up) so just as a new phone. Going through the set up, signed in, accepted terms and conditions and after that I just keep getting the "Could not sign in" error message pop up and it send me back to the log in screen for the set up. How can I actually set my phone up with this happening?

I've been going back and forth, not sure what to do! It's urgent I can get this solved!
