Messages will only be blue if the recipient is using an Apple device and both of you are connected to the internet, be it via cellular data or wifi.

If either one of you is not connected to the internet, or the recipient is not using an Apple device, the messages will be green indicating they are being sent over the cellular network's Voice / SMS channel.

It's turned green because it sent the message as SMS. From the iMessage settings there is a part where you can turn on that feature whereby if the message doesn't go as iMessage it will go as SMS. If that feature is on any message that doesn't go as iMessage due to network problems basically it will go as SMS. The green color indicates it is SMS and the blue indicates iMessage.
