iPhone - stuck with low power settings even after turning off low power mode

My iPhone 7, on iOS 10.2.1 seems to be stuck with the low power settings (screen dimming quickly, notifications only appearing when phone is unlocked, etc.). I have enabled/disabled the setting a number of times and power cycled my phone a number of times too.

I know the first suggestion will be to restore my phone to factory settings and then restore from iCloud but I'm hoping to avoid that whole rigmarole. So anyone who can suggest a resolution without me having to do that will have my gratitude.

The two things that I can think of would be to force restart the phone, which is much like rebooting a computer. The second thing would be to reset all settings which returns the device settings to out of the box default settings. That means that every single setting must be entered again and at includes entering passwords for all WiFi networks that your phone has remembered.

To force restart an iPhone 7, Press and hold both the Sleep/Wake and Volume Down buttons for at least ten seconds, until you see the Apple logo.

To reset all settings go to Settings>General>Reset>Reset all settings. When you do this, the phone will also restart on its own. Resetting all settings can be a PITA but in theory, if you have an issue with a setting, this should clear it up.
