I was successfully using Apple Pay in December and January.
But recently after I put my phone close to payment terminal and authorize with fingerprint, the terminal asks for PIN code. Why? What has changed? What should I do in order to pay without entering PIN code as I did before?

Depending on your region and on the transaction value, it can be normal for your PIN to be required when using Apple Pay to pay in stores:
May be, the question is why 2 weeks ago PIN was not required with bigger cash value.
And now *at the same stores* they started to ask for PIN with smaller check.
You would need to ask the store and/or your card issuer.
Apple does not set those requirements.
As usual: bank told me to ask Apple Pay, you are telling me to ask bank or store, at store they tell me "it is terminal asks for PIN, we do not know how this works at all".
