Unfortunately if the phone is dead the Genius Bar will not be able to recover the photos. If the photos were set to backup to iCloud automatically then log in to iCloud.com from a computer browser and see if they are there.
If your phone hasn't been backed up in a while it's likely you will only see the data backed up. If the device won't turn on it is very unlikely you will retrieve the data. IF the phone automatically backs up each time it's plugged it at night you can restore the data to a new device .( or at least the most recent backup )
Ask at the store to see if they can help.
Apple stores simply swap devices which does not help with your data so be certain what will happen if you leave a device at the Applestore (get the process in writing).
