1. I have turned off my iPhone 7. Charger connected to wall socket. When it starts charging, the device turns on automatically. I have to turn off my iphone once more. What is reason behind?

IF the phone is powered down and you plug it into charge, it will restart and that is normal behavior just like elcpu stated. If you turn the phone off, while still plugged in and charging, it will not turn on again on it's own and that is normal and expected behavior as well.
This is normal behaviour. If you don't respond on the phone it will just go to sleep. The phone needs the software active to regulate charging.
Well, I am getting your point. But, if this is a normal behaviour then, why the doesn't the device turns on the second time I turn it off after it's initial charging?
Hmm... my iPhone is fully charged (100%) and I turned it off to test it. I then connected it to power and it restarted by itself. Aren't yours doing the same?
