I have 13 K pics on my Mac Desktop. I purchased the 200 size storage for 3 dollars a month... I've been "uploading" to iCloud for more than an hour now, and can't see any of them when I log into iCloud from my iPad...

The upload is very, very slow. People with large photo collections have posted it took 2 weeks or more for the upload to complete. Patience is your friend in this case.

Upload speed at the apple store was 40X my home connection. Cut my upload from days to hours.
It will take days not hours, you won't see much until it is complete.
Make sure you have iCloud photo library enbled on the iPad and phone. If it is already enabled, it is likely just taking time to push them out to the new device. It might take up to 12 hours to upload. If you don't see them by then, try turning the iPad and iphone off and on once the upload is complete.
