Are you using other devices with your Apple ID? If so, try on another device if abbreviations working properly. Also try adding an abbreviation on another device to see if it syncs properly. As far as I know are the abbreviations bound to the iCloud Drive option in the iCloud preferences for synchronising.

Maybe worth trying, to delete all entries and to deselect:

Correct spelling automatically

Capitalize words automatically

Add period with double-space

Then after reboot, reselect them and import your abbreviations.

Text abbreviations are working fine here.

I suggest you try restarting in Safe Mode, then restart normally again. Any changes?

If that does not fix, try this test: create a new user account, add a few abbreviations in that account, and see if the problem occurs in this new account as well, or not. This will let you know if the issue is with the system in general or specific to your own account.

No. There are no preassigned text abbreviations. You create your own.

it may be a bug. I've had it disable itself on two computers once I upgraded to 10.12 and the fix is to disable and reenable. They have been a bit more stable in 10.12.3 but not 100%
