The help file says "When iTunes is done, your matched and uploaded music appears in iTunes in the Library tab. A download icon 
appears next to any content that's in your iCloud Music Library and not downloaded to your computer." - not on my PC. How do I download the new versions of my low bit rate songs?

When you right click the track, you get the following pop up. The options are remove download or delete from library.
You will now see:
If the track is matched you will be downloading upgraded version.

The original track is still on your PC and the download icon will not appear. You need to select track and remove download. You will now see the download icon, you can now download the matched version.

"You need to select track and remove download"??? Do you mean remove (delete) the file? If I try to delete it I get asked if I want to delete it from my iCloud library - I would think this is NOT what I want to do? Then, how do I know which songs to remove? How do I know that I have an HQ version waiting for me in the cloud? Then if this works, I have to do this manually, one at a time for hundreds and hundreds of individual songs?
OK, thanks for that but I figured out a way to do all my purchases at one time and it worked for all but 11 items which remain @ 128Kbps and "protected" AAC audio File status. The only thing I can see that these 11 have in common is that they are all old purchases, from 2007 and 2008, yet other songs from these years matched and upgraded to 256. I'll just not worry any more about these right now.
So the question remains about how to get my hundreds of lower bitrate songs (from my CD's, not downloads/purchases) to transcode to 256 and then download them as the iTunes Match sales pitch promises? They show as 'matched'. Any suggestions? Thanks.
I have actually discovered now that many of my low bit rate songs are not "matched", just "uploaded". So I guess Apple's vague statement on the Match info page of "Songs encoded in AAC or MP3 formats that don't meet certain quality criteria aren't matched or uploaded to iCloud." is what's in play here? Does anyone have any further criteria on what file types or bit rates will or will not match?
Thanks for your help Jim - I do appreciate the time. Unfortunately I never did get what I was expecting/hoping for out of Match - actually turned out to be a waste of money. "If I had known then what I know now..."
