I am creating a logo which consists of two text boxes overlapping. After I group them I am unable to resize the group; i.e. shrink or enlarge my design. Is this just not possible? I am very new at using Pages.

In Pages '09 v4.3, Pages v5.6.2, and Pages v6.0.5, two overlapping, grouped text boxes can be easily scaled up or down by grabbing the most southeastern grip, and dragging diagonally. It makes no difference whether wrap is on, or off, on either or both text boxes — or in the later Pages applications, Move with Text, or Stay on Page is selected.
Of course, offering the explicit version of Pages that you are using always helps (Pages application menu : About Pages).
The diagonal drag, is just a convenience shortcut for proportional scaling located in the Pages Arrange tab (on the right panel) with text box selection.
The questions that you present, and the answers that you receive, from the Pages for Mac community, are in my opinion, the best Pages training that is available.
You can resize the group of Textboxes but that will not change the test size inside the boxes, they remain the same.
Export the group as a pdf file and that becomes a graphic which you can rescale after you reimport them.

btw Always state what version of Pages and OSX you are using. The answer may vary accordingly.
I'm using OS Sierra 10.12.3 and Pages 6.0.5. I'll try your suggestion, but I might need to take a Pages class.
