I would like to use BING as my homepage and search engine. I keep getting a pop up saying this computer does not support this. It is a Macbook Air using IOS 10.12.3, 13 inch, early 2015,processor 1.6 GHz,Intel corei5,memory 4GB,1600MHzDDR3

Assuming you're using Safari, open Safari Preferences, input the URL for Bing in the box next to "Homepage". Then, still in Safari Preferences, switch to Search, then select Bing from the dropdown menu.
If the computer is saying bing service does not support it , and then don't try , if you open system preferences and click on spotlight bing services are removed in Mac OS Sierra , I do remember this option was available in Mac OSX EL - Capitan .
You can use another search engine may be goggle or as per your choice .
