Hello,
I am importing really old photos from 12 years ago into the Photos app. I am adding the location data via the Photos app. Now I want to export the original version of the photo with the new location data (longitude & latitude) as well.
Is there any way to accomplish this? If not, does anyone recommend any applications that can do this?

If you export the originals with "File > Export > Export unmodified Originals", you can export them with XMP sidecar files. This will create a second file with the extension ".XMP"; that has all the metadata, including the GPS, titles, keywords.
If you read the photos back to Photos or other DAMs that understand sidecar files, the metadata will be restored from these sidecar files. Just keep the sidecar files together with the originals in the same folder.
No - Photos uses non destructive editing and never makes any change to the original - there is software available that will edit the EXIF/OPTC data outside of Photos before you import the photos or after you export them -- look in the App store or on MacUpdate

If you simply drag the photo from Photos to the Desktop or other folder, the location data goes with it. The photo does, however, lose its keyword and description data, and also reverts to its original date and time info.
Correct - but that gives you a medium quality preview of the photo with limited metadata, not the original (unless no changes have been made in Photo) which is what the OP wants
