I need help getting Game Center I recently go this iPhone and it barely got any apps that it's supposed to come with ex: my phone doesn't have the app Game Center, home app etc.

There is no more Game Center app. It was removed with the launch of iOS 10. The remaining Game Center features area available through Settings>Game Center.
For other pre-installed apps that you don't see, first do a Spotlight search to see if they are in a folder or another screen. If they have been removed, follow the instructions in this article to replace them:

I see on iCloud it shows Game Center on for iCloud backup so Game Center is being backed up to iCloud does that mean my game saves are backed up?
You just said game saves are done by iCloud but iCloud shows no games at all even available to turn on for so how do you exactly save games on iCloud ?
The app must save it in iCloud. Go to Settings. Tap on your name at the top, then iCloud. Scroll down for a list of apps that can save to iCloud.
There are no games in the list and I got games on my phone so basically iCloud cannot backup games which you said it could
I read recently that most developers are now opting to store game data on Facebook rather than iCloud.
