I noticed that whenever I try to use the scientific calculator on iPhone (meaning I have to tilt it) it doesn't work if I get to the calculator from Control Center with my iPhone being locked.

If you have an iPhone 6 Plus, iPhone 6s Plus, or iPhone 7 Plus, turn off Display Zoom to rotate the Home screen.

If you checked your settings and your screen still doesn't rotate when you use an app that should rotate (like the Calculator app), restart your iOS device.
If the screen still won't rotate, contact Apple Support.
Your calculator app doesn't tilt whenever it's locked. You have to actually unlock your device and open the calculator there and then it will tilt.
