The procedure for force restarting an iPhone when using recovery mode depends on your iPhone model:

• iPhone 7 or iPhone 7 Plus:

  Press and hold both the Sleep/Wake and Volume Down buttons for at least ten seconds, until you see the Apple logo.

• iPhone 6s and earlier:

  Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the logo.

You can't. You have to erase it using whichever of the three methods in this support article best apply to your situation:

One of the options for erasing and restoring a disabled iPhone is to use recovery mode, which involves force restarting the iPhone. See under "Erase your device with recovery mode" here:
