badges in Photos

The toolbox badge in the lower right corner of a photo thumbnail is supposed to mean that the photo has been modified. If that is true, then should not the "Revert to Original" menu item in the View menu be selectable? In my case, many of these photos have that item grayed out as if no modifications have been made.

MacBook Pro (Retina, 15-inch, Mid 2014), OS X El Capitan (10.11)

With iPhoto, one could simply select the thumbnail, then go to the Photos menu to "Revert to Original." With Photos, apparently 2 additional steps are required, open the photo, then select the Edit button. Another Apple upgrade feature that makes life more complex than existed previously.
