I cannot make In-App purchases within any app. I do not have any Restrictions enabled. I have tried it on numerous apps, both games and non-games. I even reset my device last night and restored from the iCloud to see if it would fix it. Can anyone help fix this?
In most cases literally nothing happens visually except that the app might get hung waiting for the in app purchase dialog to return which can't happen since it doesn't be appear in the first place. On one though I am able to briefly see the payment dialog appear but it almost seems to immediately disappear behind the app.
Yes. I can do standard purchases from the App Store and free downloads still work. Regardless of being on wifi or not I still get the error on in app purchases. I also turned off my Touch ID for in app purchases to see if that helped and it didn't.

I tried turning on restrictions and turned off in app purchases and went into one of my games (Soul Hunters) and clicked an item to buy. This time I got the Payment In... dialog but never got anything else and the game effectively hung so I had to force quit the app. Not sure if this information helps.
Not sure what else to suggest, if there was a problem with your actual account (e.g. payment details no longer accepted) I would have expected an error message to show. Is the device up-to-date, it's on the highest iOS version that it supports (though if it's not it shouldn't, in theory, cause the problem that you are having) ?
Yeah I am on the latest OS, plus just did a full reset. To make things even more interesting, I am able to make in app purchases from my tablet in all of the same apps. So this is unique to just my phone.

Difficult to try and help with no information. What happens when you try to do them, if you are getting an error message what does it say ?
Do other purchases work ok on the device e.g. can you download new apps (including free apps) ? Have you tried a different network ?
Is there a next level for me to go to now?
What do you mean 'next level', next level or what ?
Next level of support, seeing as I am still experiencing the issue. I'm wondering if I may have actually stumbled upon a real bug in the OS somehow.
