How can I collaborate a Numbers file with someone who is a PC Excel user so that its viewable and editable on their computer?

Why not store in iCloud and send the link? Recipients, on Mac or PC, can then edit the document in their browsers.

Number can import Excel file and export excel files. If you truly need to collaborate both of you should use Numbers or excel. You cans her the document using iCloud but uploading you doc to iCloud, then open and share the link with the others.
Then you export the Numbers doc to Excel the other person can open it, then you will have to re-import the excel document.

I know I can share the file by sending it in a Excel format but not sure if she can edit it and then resend it back to me.
Yes she can, and you can then open it and continue editing.
