Force Quit Application Not Working

I just recently updated my MacBook Air to the macOS Sierra (version 10.12.3) update but I've been having problems with my force quit application. Whenever I open the force quit application, it's automatically in the top right corner of my screen and there isn't a way for me to move it. Part of it is covered so I only see a corner of the application. Usually, it is in the middle of my screen, but it has been stuck in the corner since the update. It goes away if I log out, but it does not move back to the center of my screen.
