I have purchased a USB-C to Ethernet adapter for my 2016 15-inch MacBook Pro running 10.12.3. However, I can't use it because there's no USB-C to Ethernet option (or no ethernet option of any kind, in the System Preferences Network pane. Any ideas on how to get that back?

Then I would suggest that the problem is with your adapter. Here's what I see with my Early 2015 MacBook Retina using Apples old USB-A Ethernet adapter with a USB-C to USB-A adapter.
Note: The Apple USB to Ethernet adapter is limited to 100 Mbits/s.
That was my thought, but we bought 10 of those for work. None of them work on any of the new MacBook Pro laptops we acquired. These were purchased from the Apple store. We had to buy Belkin, because Apple hadn't yet made available its own version of the USB-C to Ethernet adapter.

And you tried to add an Ethernet connection by pressing the "+" sign in the left hnad column?
