Surface Pro 4/Windows 10 extremely slow photos sync

The iCloud Photos sync integration in Windows 10 on my Surface Pro 4 and another Windows 10 system is extremely, terribly, and unacceptably slow. I limited it only to syncing shared iCloud streams and attempting to access the iCloud Photos folders in Windows hangs the system for very extended periods of time and/or crashes File Explorer. Eventually, the photos do sync, but I am unable to actually open the iCloud Photos folders as the system will just hang with a white screen for ages until sometimes showing a dialogue that says that a script is slowing down the system and it asks me to disable it. This has been a problem for a very long time through multiple reinstalls, updates, etc. What gives, Apple? Is this actually how the software is in its current form (i.e. unusable) or is there something I can do to fix this? Again, I've tried on multiple systems with fresh installs and its always the same problem. I've already abandoned iCloud photo library for Google and canceled my monthly iCloud subscription as a result of this but I would at least like to be able to see my shared photos!
