what is the ipod photo cache folder used for and what default program on my pc should be managing this file type?

Cache is a built quick database for your device to use it quickly. If you delete it, it will be regenerated. You shouldn't have to mess around with it, it is a backend type filing system. It generates small thumbnails of images so when you scroll your photos you can see a preview before you open the image.
