How To Share My iPhone WiFi Connection

Is it possible to share the iPhone's WiFi connection with other devices?

Meaning, I do not want the iPhone to share Personal Hotspot through the Cellular service. Only share Personal Hotspot through the WiFi connection the iPhone has with the router.

This, also, means that the devices I want to connect to my iPhone's Personal Hotspot would use Bluetooth.

This would be helpful when traveling Internationally outside of the U.S.
