Bulgarian Language To IOS

This has been bugging me for a while. Why hasn't Bulgarian been on IOS? My question is will this happen anytime soon since Apple already advertises their phones in Bulgaria and in Bulgarian commercial so why can't they just make a Bulgarian language?

iPhone 7 Plus, iOS 10.2.1, Bulgarian language
