The Apple Emoji Font
The Apple Emoji Font is missing from Font Book. I simple want to download the font and add it. I would rather not have to reinstall system software.

Okay. The only way it could be missing is someone intentionally removed it. You can restore it from a backup, or copy it from another Mac running Sierra.
If neither of those are an option, you will need to reinstall the OS. Unless you saved a copy of the full Sierra installer. Then you can use an app such as Pacifist to extract just the one item.
Font Book doesn't show many system fonts, even though they are installed and ready to use. Look in the /System/Library/Fonts/ folder. Apple Color Emoji.ttc should already be there.
