I have a 2016 TB 13 MBP, my battery capacity is always changing. Is this normal. The original capacity is stated to be 4315 but my current capacity is rated to be 4339, however, this number fluctuates by a few dozen points from day to day.

Mine (after 24 cycles) is 4466. Fluctuation is normal but you can expect it to go down in the long term. See the following from About Mac notebook batteries - Apple Support
Full charge capacity: Measured in mAH (milliampere-hours), this refers to the amount of power the battery is capable of containing, less the energy required to shut down the device. This number lowers as the battery becomes depleted with usage and age.
