Safari menu bar appears on Mac login screen

After recent update to latest version of macOS Sierra, the Safari menu bar always appear on the login screen whenever I on or restart my MacBook Pro. How to remove the Safari menu bar from login screen?

It might be a "fallen bit" somewhere, there is no setting for it, and it should not happen that apps run before you have logged in, I guess.

The keg55 proposal will solve it I guess.

If not: try the NVRAM reset: How to reset NVRAM on your Mac - Apple Support

if that does not help: restart the mac while holding the Shift key (a slow start), login, then restart (normal) from the apple menu.
