How can I locate my phone without iCloud and find my phone ap turned on

I recently lost my phone (1 month ago) while shopping at a local store. We looked everywhere for the phone and I gave up my search. 20 minutes later I went home and called my phone and it went straight to voicemail. Which means it was turned off! I notified Apple and Verizon. They said use the iCloud app for findmy phone. Both those apps were turned off previously! Fast forward 3 weeks later and I go to get on my new used iPhone 6 and signed into Snapchat and it shows someone else under my name! So who ever stole my phone is using my Snapchat too! Is there anyway to do a locate on my phone w/o iCloud or find my phone ap?

I also notified Snapchat!

You can't locate it if you didn't have Settings > iCloud > Find My iPhone enabled on it.


You've reported it to the police (to get its serial number : Find the serial number of your Apple product - Apple Support) ? If you haven't already done so you should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and contact your carrier.
