Despite what Apple is saying here, the shops here in Athens insist they can unlock the iPhone 7 Plus that was stolen from me a few days ago. They claim they all have special software that wipes the phone but make it usable (probably jailbreaking it).
Most importantly, that's why it has disappeared — it has resale value.
So, I believe either Apple is lying to us about the phone being truly "bricked" and unusable, or they have failed to let thieves know it. Either way, I've lost a $1000 phone. I do feel confident the data was locked tight (thanks, Apple!) but I'm bitter about the theft.

Apple does not get involved in situations of the sale or trade of personal property at all. They cannot do anything for you. In this case, if the device is stolen, activation lock (and blacklisting for that matter) are doing exactly what they are intended to do, which is keep anyone and everyone from ever using that device again.
If it is carrier blacklisted, you cannot ever use it, nobody can. If it is activation locked, then you cannot use it either. There is no way to remove activation lock without the password of the account used to lock it.
If you can, return it and get your money back. That phone will be utterly useless to anyone.
Those shops are simply scamming people. If there was a means to defeat activation lock it would be a front page news headliner story. Activation lock has reduced iPhone theft by up to 50% in major cities in North America and Europe. If it was being commercially defeated by public shops in a major city, I guarantee you it would be all over the popular and tech news.
Scams to carrier unlock and defeat activation lock and other cell phones kill switches are a dime a dozen. For enough money, somebody or some shop will assure you they can defeat any security scheme.

You are in possession of stolen property. Turn it over to the proper authorities. Failure to do so could very well result in criminal charges.
