How do I force quit something that's not running?

This happens occasionally, so I finally decided to post the question.
Previously my solution was to reboot, but that's a hassle, I'd love to find a better way.
Here's the situation.
I've got an application that appears to be locked up, but it also appears not to be running at all.
In this case, it's TextMate2.
- If I right-click on it's icon in the dock, it says "Application Not Responding," and gives me the option to Force Quit. It's icon does not have a 'light' next to it, so it doesn't appear to be running. (Screenshot) Clicking Force Quit here does not work.
- When I go to Force Quit under the apple menu, it is listed, and I have the option to Force Quit, but that doesn't work.
- When I open Activity Monitor, TextMate is not listed. I have View set to "All Processes, Hierarchically," although I've looked at every view option and TextMate isn't listed anywhere. The search field on the top right doesn't work (clicking inside it does nothing), so I'm unable to search for it.
- In terminal, neither ps -eaf nor top show TextMate, so it doesn't seem to have a PID that I can kill. It appears that it's not even running.
When I try to actually run TextMate, it does nothing, because in some sense the system thinks it's still running. Forcing quit where it's an option (my first two bulleted items) never works.
Does anyone know of a solution to this issue besides rebooting?
