Text Replacement Sync

I cannot get the keyboard text replacements to sync across my devices (iPhone, iPad, MacBook, and iMac).

What I have tried:

- Signing in and out of iCloud

- Turning "iCloud drive" on and off

- Disabling all of them on all my devices with lengthy delays and reboots before turning them back one by one

Each device seems to have its own unique set of text replacements. Like if I delete anything/nothing/everything and then do one of the above methods, it will just restore back to the state before I started.

All of my devices are recent builds. Nothing is more than a few months old. My next step is to rebuild everything from scratch and NOT restore to backups, but that seems extreme for something as simple as this.

I have spent hours upon hours trying to fix this. Any suggestions would be appreciated.
