By downloading MacOS, do you mean you upgraded to 10.12?

A file with an extension .exe would indicate it is a PC application. If so, you need the Mac version of this encryption software.
DTVP_launcher.exe suggests you are using Kingston DataTraveller hardware encrypted USB memory sticks. Like these https://www.kingston.com/en/usb/encrypted_security
We use lots of these ourselves. Firstly you are confusing which file to use to 'unlock' these on a Mac. The DTVP_launcher.exe is for use only in Windows all .exe files are only Windows executables.
The Mac equivalent is inside the Mac folder next to the DTVP_launcher.exe
Beyond that you may have another problem. If you upgraded the version of Mac operating system e.g. to Sierra then it maybe the old version of the Mac DTVP Launcher is not compatible with Sierra. This has happened before.
If this is the case you can upgrade the software on the Kingston DataTraveller to a newer compatible version.
WARNING!!!
Upgrading the software on the Kingston DataTraveller will completely erase it. You will therefore need to copy any files off it first before upgrading it. This means you will need to connect it to a computer either running the older version of the Mac operating system or a Windows PC.
If you go here https://www.kingston.com/en/support/technical/category/usb and select the model that matches yours and then select Downloads and Drivers you can find the updater for your model - if there is one available. Very old models are no longer supported but the Blue and Silver models are.
