How to sync apps on iPad and iPhone on same Apple ID

For music you should be able to download them on the iPad via the Purchased tab in the iTunes Store app on it (if they are iTunes store purchases, are still in the store) - that should also work for downloading the music on your daughter's phone (assuming that you have sharing enabled on your account), she/you should be able to select your id in the Purchased tab in the iTunes Store app on it.

To get the same apps on your iPad and iPhone go to the Purchased tab in the App Store app on the device that they aren't currently on and redownload them - and similarly if you want them on your daughter's iPhone. But if any of the apps on your iPad are iPad-only they won't show for redownloading on the phones, they aren't compatible with it ; and similarly some apps require full-phone capability and can't be downloaded on iPads

For future purchases you can enabled Settings > iTunes & App Store > automatic downloads for music and apps on both your phone and iPad so that anything you subsequently buy on one of them automatically downloads on the other (if you only want them to automatically download on the iPhone only enable it on the phone) : Turn on Automatic Downloads for iTunes Store, App Store, and iBooks Store purchases - Apple Support . Automatic downloads only works for an account, it doesn't work across family sharing e.g. your daughter can't automatically get your purchases to download on her phone (and vice versa)

Sync them how ? If you mean have the same apps on both devices then you can redownload them (if they are still in the store and are compatible with the device e.g. some apps are iPad only, some are iPhone only) via the Purchased tab in the App Store app on the device that they are not currently on.

If you mean have the same content in each app on both devices then whether you can do so will depend upon the app and how/where it stores its content e.g. whether locally on a device or if they are stored in the cloud somewhere.
